Learning for change: An evaluation of Bern’s Study Visits

Bern’s exemplary cycling infrastructure has attracted increasing interest from other cities, advocacy groups, and companies. As a result, the city regularly hosts study visits for mobility experts from other Swiss cities, typically involving lectures, bike tours, and panel discussions, organized as half- or full-day events by city staff. In September 2024, the UCI began collaborating with the municipality of Bern to evaluate how these visits could enhance mutual learning and facilitate policy transfer in cycling. The evaluation had two main objectives: assessing the value of the study visits, particularly their potential for policy transfer and learning, and providing recommendations on how Bern could better accommodate the growing number of visits while benefiting from them. The research outcomes were delivered in a comprehensive report with policy recommendations based on our diagnosis.
