In the quest to create safer and healthier cities, the “Planeando la ciudad segura y saludable – Programa de Liderazgo | Planning the Safe and Healthy City – Leadership Programme” offers new opportunities for the Spanish audience. This Leadership Programme aims to unravel urban mobility on foot, by bicycle, and by public transport from a critical and interdisciplinary perspective. Together, we examine the impacts of history, public policies, infrastructure, urban planning, and culture within the context of urban mobility in the Netherlands. Through immersive activities and real-world experiences, students like Víctor Hugo Alvarado Ángeles, from Mexico City, Mexico (Leadership Programme 2024) have transformed their perspectives on urban mobility. Join us as we explore their reflections and insights, showcasing the profound impact of this unique programme.
¿Qué les recomendarías a las personas que estén interesadas en tomar el curso?
Dejar del lado los paradigmas en su ciudad en cuanto a la incidencia, las acciones, las políticas que se han implementado en materia de infraestructura ciclista, en temas de recuperación del espacio público, en diferentes temas vinculantes a la movilidad. El llegar a Países Bajos, Ámsterdam, más allá de un choque cultural, se pueden romper estos paradigmas, estas teorías o estas acciones que están visibles. Dejar del lado todo lo que se ha visto o estudiado. Les recomendaría darse la oportunidad de entender cómo hoy en día Países Bajos ha logrado lo que ha conseguido en materia de infraestructura ciclista, de posicionar la recuperación del espacio público, la integración de diferentes sistemas de transporte público desde la década de los 70’s. Vale la pena estar allá para entender cómo se ha logrado.
What would you recommend to people interested in taking the course?
Put aside the paradigms in your city in terms of the incidence, the actions, the policies that have been implemented in terms of cycling infrastructure, in matters of recovery of public space, in different topics binding on mobility. Arriving in the Netherlands, Amsterdam, beyond a cultural shock, can break these paradigms, these theories or these actions that are visible. Put aside everything that has been seen or studied. I would recommend giving yourself the opportunity to understand how the Netherlands has achieved what it has in terms of cycling infrastructure, to position the recovery of public space, the integration of different public transport systems since the 1970s. It is worth being there to understand how it has been done.

¿Qué actividades te gustaron más? ¿Por qué?
Me gustó bastante tener la oportunidad de salir del centro urbano (la postal conocida por los turistas). Ir hacia las periferias. Entender la política de recuperación del espacio público que no nada más va desde la parte de movilidad y transporte. No es una política, sino es una serie de políticas que van sumando y se van complementando, por ejemplo en materia de los espacios de vivienda que visitamos con Ana Castán. Conocer la ciudad desde distintas escalas: en bicicleta, a pie, en transporte público. En general, todas las clases, todos los tópicos abordados suman. Hay una necesidad de actuar y sin embargo hay mucho desinterés de las autoridades. En estas clases queda en evidencia cómo hace 50 años la ciudad de Ámsterdam no era como la conocemos hoy en día.
Which activities did you enjoy the most? Why?
I quite liked having the opportunity to leave the urban center (the postcard known to tourists). Go to the peripheries. Understand the policy of recovery of public space that does not just go from the mobility and transportation part. It is not a policy, but rather a series of policies that add up and complement each other, for example, in terms of the housing spaces that we visited with Ana Castán. Get to know the city on different scales: by bicycle, on foot, by public transport. In general, all the classes, all the topics addressed add up. There is a need to act and yet there is a lot of disinterest from the authorities. In these classes, it is evident how 50 years ago the city of Amsterdam was not as we know it today.
¿Hay algún aprendizaje que te gustaría destacar?
El diseño del programa da la posibilidad del debate y diálogo, que se extiende más allá de la clase en aula. Es algo valioso que se genera comunidad, lazos, networking. El aprendizaje no sólo se queda en las ponencias sino que sigue estando presente y se siguen generando experiencias y conocimientos a partir de lo implementado por otras personas.
Is there any learning you would like to highlight?
The design of the program gives the possibility of debate and dialogue, which extends beyond the class. It is something valuable that generates community, ties, and networking. Learning not only remains in the lectures but is still present and experiences and knowledge continue to be generated from what is implemented by other people.
¿Experimentaste algo que no esperabas? ¿Qué cosa fue?
Tuve una situación… Explorando de forma independiente en la ciudad, me sentí empoderado. No me lo esperaba. De repente en una vialidad se me aventó un carro. Ver una ciudad con muchas bicicletas, con ciclovías, con este botón en muchos semáforos que da prioridad del uso de la bicicleta en esta ciudad… Me pasó. Se me dejó ir un carro y no me lo esperaba. No hay que dejar del lado ciertas atenciones que uno debe tener.
Did you experience anything you didn’t expect?
I had a situation… Exploring independently in the city, I felt empowered. I didn’t expect it. Suddenly, a car moved violently towards me on a street. Seeing a city with many bicycles, with cycle lanes, with this button on many traffic lights that gives priority to bicycle use in this city… It happened to me. A driver almost hit me and I wasn’t expecting it. We must not leave aside certain attentions that one must have.
Algo que no esté en las preguntas, pero te gustaría decir
La experiencia es totalmente significativa. Ojalá fuera más tiempo. Una semana te permite conocer muchas cosas pero quizás un par de días más pudiera complementar la experiencia que se vive. Veo muy valioso que el programa no está cerrado a un grupo o sector. Recibe no sólo a académicos, sino a sociedad civil, los responsables de asignar recursos (Banco Mundial, etc.), líderes transportistas. Es crucial que distintas voces conozcan lo que se puede lograr en conjunto.

Anything else you would like to comment on?
The experience is totally meaningful. I wish it were longer. A week allows you to learn many things but perhaps a couple more days could complement the experience. I see it as very valuable that the program is not closed to a group or sector. It receives not only academics, but civil society, those responsible for allocating resources (World Bank, etc.), and transportation leaders. It is crucial that different voices acknowledge what can be achieved together.
